I think this is done by the carrier, it hasn’t to do with the phone, you have to enter some command with pounds(#) and stars(*)
On the internet says that it can be done through the phone app and through apps specific for call divert. Search on F-droid for open source ones.
The choice of special codes remains.
Yeah, my knowledge of telephony is much more about the non-cell-phone world, but I would have expected it to be a carrier-based thing, not like through a phone’s OS. I’d look on the carrier’s web site, though maybe nowadays they have an app you could use if you’d prefer. And a lot of carriers support setting forwarding rules through dialing specific numbers. If you were to say what carrier you were using, and what kind of forwarding rules you were trying to set up, maybe someone here could point you in the right direction.
I wasn’t able to find an Android setting or something open source that can configure it for the time being , so check on your carrier’s website
For Verizon, AT&T, T-Mobile, and US Cellular
look here, How to Enable or Disable Call Forwarding in Verizon, AT&T, T-Mobile and US Cellular - UMA Technology
Probably it is also configurable through some web account you may have for your phone number or the specific app that you check your balance.
I’ve used the codes on this page for changing forwarding rules on Tracfone (T-Mobile network):
