Intel ARM sub-processor Minix - Ring -3

Did anyone ever hear something about Intel processors having a ARM processor built-in called Minix (Ring -3)? Is that really something or just clickbait.

This is over 5 years old news, this processor does the hyper-threading and the supervising, imagine that Intel processors load about 8MB of binary microcode on every boot.

The situation becomes exponentially worse in those chaotic circuits of billions of transistors. Only IBM Open Power 9 and 10 CPUs are completely open source but their price is very high.
