Have you looked at this thread already? It might be related, or your issue similar to some of the issues raised in this by various people:

Ring and Email Tone not working

Ring tone and email tone are not working. Both have worked. I’ve looked at every setting I can think of but can’t figure out what happened. Ring volume is 100%. Do not disturb is off. There’s silence when selecting new ring tones. Does anyone have an idea where to look?
