Over wifi i can receive calls and text. I can text but cannot make a call. Anyone have any suggestions?

Can you share more information. What telco are you using and in which country?
Have you validated that your APN settings are set correctly (if you can’t find the APN settings on your carrier, worth giving them a call)?
Last but not least, have you contacted your carrier and asked if they see any issue on their end? Since they have access to logs, they can easily identify the issue.
